Ordinance 2026-23: vacation of a portion of 2460 West Street

    Approved · 5-0

The council adopted an ordinance vacating a 0.921-acre portion of 2460 West Street and conveying it to Spilsbury Holdings, LLC. The ordinance says the Utah Department of Transportation will not allow access to State Route 9 at 2460 West, making the intended connection impossible, and that the city found the portion is not needed as a public roadway. The meeting record says the council held a public hearing first and that no one from the public commented. This reports the adopted ordinance, not a recorded transfer or any later sale.

The council adopted a resolution approving updates to the city's records retention schedule, which the resolution says Utah law requires cities to adopt. City Recorder Cindy Beteag said the update aligns the schedule with state changes. The council's motion was subject to staff correcting grammar errors, removing duplicate sections in GRS-317 and GRS-352 and adding GRS-1119 for collections records.

The council adopted an ordinance rezoning parcel H-311-C-2 from Single Family Residential 10 (R1-10) to Single Family Residential 8 (R1-8). The ordinance says the Planning Commission gave a positive recommendation. The applicant and property owner told the council the lot was created in the 1970s, does not meet the zone's frontage requirements and that he plans to build a home on it. The rezone does not establish a building permit or construction.
