Sandy council extends fireworks restrictions to all areas east of 1300 East, 7-0
June 22, 2021, 5:15 p.m. · Online meeting (Sandy City Council, 10000 Centennial Parkway)
The Sandy City Council voted 7-0 to adopt Ordinance 21-20, adding all areas east of 1300 East to the fireworks prohibited-areas map, after residents split on how far restrictions should reach. Earlier in the evening the council heard a final update on the Paradise Valley Well fluoride overfeed, a proposed eminent domain special-exception ordinance, an Alta Canyon interlocal agreement and a dispatch services agreement costing about $600,000 a year.

Decisions at a glance
Agenda, item by item
Item 1 · Zoning
Centennial Village zoning amendment (CBD A&E zone)
No action
The item was rescheduled. No discussion or motion.
Item 2 · Public safety
Final update on the fluoride overfeed incident
Discussed
Engineering Manager Richard Benham said Sandy completed regulatory requirements and water quality studies and that the Utah Division of Drinking Water accepted the final report on long-term effects on tap water quality in the affected zone. The Paradise Valley Well is running again. A consultant from Water Quality & Treatment Solutions described monitoring and analysis of resident water samples. No vote was taken.
Item 3 · City code
Effects of eminent domain proceedings: amendment to Title 21, Chapter 2
Discussed
City Engineer Ryan Kump presented an amendment that would let the Planning Commission grant special exceptions tied to eminent domain proceedings or negotiations, to relieve landowner hardship. The item was scheduled for the next week's agenda. No vote was taken.
Item 4 · Contract
Interlocal agreement with the Alta Canyon Special Service District (Alta Canyon Sports Center)
Discussed
City Attorney Lynn Pace recommended a new contract because a one-year agreement from 2012 expired in 2013. The district owns the property. The new contract would formalize shared revenues, expenses, staffing and maintenance; the district pays legal, insurance and capital costs and Sandy has no obligation for major capital improvements. Pace advised the council to review the structure before funding any major facility investment. Council members expressed support. No vote was taken.
Item 5 · Contract
Amended interlocal agreement for dispatch (CAD) and records (RMS) services
Discussed
Fire Chief Bruce Cline said Sandy has used Salt Lake City dispatch since 2013. The charge formula was revised to use a six-year average of expenses paid to Salt Lake City. Sandy will be charged about $600,000 per year, with a 7.12% annual increase on new charges only. The fire and police chiefs support it. Resolution 21-30C was set for the next week. No vote was taken.

Item 6 · Public safety
Fireworks restricted area (Ordinance 21-20)
Approved · 7-0
Fire Chief Bruce Cline and the Fire Marshal asked to add open areas east of 1300 East to the restricted map; fire may return before July 24 with more recommendations. The council first voted 7-0 (moved by Council Member Zach Robinson, seconded by Council Member Brooke Christensen) to suspend Rule of Procedure 1B so it could act that night, then voted 7-0 to adopt Ordinance 21-20, amending Title 20, Chapter 6, Section 4 with a new prohibited-areas map. The motion describes the area as all areas east of 1300 East, broader than the agenda's wording. Jamie Burkhart asked that the ban be expanded to the area between 700 East and State Street. Sandra Haak and Steve Van Maren supported 1300 East as the boundary. Don Cann worried about government overreach, supported the current restrictions and favored a temporary ban on aerial fireworks. Another resident supported the boundary over water-use concerns, and Mark Cielo asked for broader restrictions this year because of dry vegetation.
