  2. Item 2 · Presentation

Building Our Future housing workshop series: draft final report

    Discussed

Dustin Fratto presented the draft, which moves from 48 identified housing problems to a vision and a roadmap. The three strategies are a variety of housing options, more housing in appropriate locations and preserving neighborhood character; council goals include owner occupancy and affordability. Staff proposed gentle infill, location-specific density and incentives for public benefit and hoped to review external accessory dwelling units on March 31. Feedback will be incorporated and the final report will return for action.

A friendly amendment from Council Member Brooke Christensen was declined. The first meeting is April 29, with quarterly meetings planned. Approved by unanimous voice vote.

Approved with conditions · 1000 East near 8600 South

Adopted on the condition of a development agreement and a plat limiting the site to six lots, with each unit sold on the open market; the ordinance takes effect when both are delivered to the city. Council members discussed unit count, owner occupancy and sale versus rental, with the city and council attorneys responding. Ron Larson, Shannon Maynard, Miriam Tucker and a written comment read by Dustin Fratto opposed the rezone, citing a neighboring home converted to a triplex, safety, rentals, density and precedent. Ben Child, for the developer, said each townhome would have its own lot and yard and agreed to the conditions. Adopted by roll call; tally not in the notes. The council recessed 9:14 to 9:18 p.m.
