  1. Item 1-2 · Other

Airport Master Plan follow-up and Airport Fund budget contingency

Discussed · Salt Lake City International Airport

Airport staff updated the Council on the 2022 Master Plan Update, covering a new request for proposals for the third phase of concessions, parking and transit access (including a UTA analysis and why more surface parking is needed), facility requirements, and short-, mid- and long-term projects over 20 years. Council Member Puy stressed the airport's continued work on public transportation options, and staff said they recently met with UTA about ride sharing. Puy also asked whether contractors are monitored; the airport director said the construction project is the safest large project in the state by OSHA measures. The budget contingency release was discussed with the master plan.

  2. Item 3 · Zoning

Rezone at 856 West 1300 South

    Discussed · 856 West 1300 South

Planning staff described a request to rezone a single-family lot from R-1/5,000 to FB-UN1 to allow six for-sale townhomes; the Planning Commission forwarded a positive recommendation. Council Member Fowler questioned whether the zoning fits an area short on off-street parking and wanted a development agreement tied to an attainable price. Council Member Dugan worried the allowed height (roof up to 30 feet versus 28 under current zoning) and setbacks could be out of place in a one-story neighborhood. Council Member Puy noted a high water table and said he generally supports density, especially for-sale family housing. Council Member Wharton wanted to know the bedroom counts. A public hearing was set for Nov. 10.

  3. Item 4 · Contract

Interlocal agreement with the Utah Inland Port Authority

    Discussed

The Council was briefed on a contract among the city, the Redevelopment Agency and the Utah Inland Port Authority required by a 2022 state law (HB 443) to be signed by Dec. 31, 2022. The Mayor called it five years in the making and said it keeps the city's 10% of tax increment for affordable housing and commits studies and mitigation priorities. The City Attorney said, under the law, the authority's share of city-generated increment becomes 25% for 25 years plus an additional 40% in the first tax year after January 2023 that steps down 2% a year, with mitigation money split 40% environmental, 40% community and 20% economic development; the city must supply a staff contact for land use applications and consultants will assess community and health impacts. Council Member Puy raised including the area east of the rail lines in community mitigation, Council Member Fowler asked about amending the contract later, and Council Member Dugan asked who controls mitigation spending. Puy credited Council Member Petro-Eschler for west-side advocacy. A vote was set for Oct. 18.
