Homeowners next door argued the Planning Commission relied on an incomplete tree study that omitted about 14 mature trees on the northeastern border and that a four-foot setback tied to an existing shed was inconsistent with setback standards; the southern border received a 10-foot average setback. The applicant said the survey scope excluded the appellants' lot, no trees on that border would be removed, a retaining wall protects the area and any shed replacement would comply. Staff said the setback reflected the existing structure. Council Member Brewer was concerned the northeastern border received less discussion and favored remanding. Council Members Gray, Durham and Quinn found evidence the commission knew of the trees and supported denial, and Mayor Dahle saw no evidence the commission lacked needed information.
