  1. Item II · Other

    Naming rights for city projects

    Discussed

Staff sought feedback on letting donors name projects such as skate park lighting. Gibbons preferred nonprofit donors, Brewer suggested approval requirements, and Fotheringham supported business naming for a set term at venues like a concert hall but treated community projects differently. Staff will return with parameters.

  2. Item III · Other

    Flood update

    Discussed

A state of emergency was tentatively planned for Monday to allow possible federal reimbursement. The part of Knudsen Park nearest the creek will be closed with fencing.

  3. Item IV · Budget

    Tentative budget review

    Discussed

Stormwater fund revenue is just over $1 million, below the $1.2 million expected. Police services rose to about $7.1 million and are about 35% of the budget; fire is about 14%. A second ARPA payment of $1.7 million arrived in 2023. The budget includes $30,000 in overtime, three new positions (communications manager, judicial assistant, GIS manager), a 4% cost-of-living adjustment and market adjustments for about 40% of staff; justice court clerks would see 16% to 18% increases. About $10,000 is budgeted for renewable energy opt-out letters.

    • Grant$1.70 million Second ARPA payment received in 2023. Paid from Federal ARPA
    • Budget$7.10 million to Unified Police Department Police services in the tentative budget (about 35% of total)
