Public hearing: general plan amendment near 2450 East and 4680 South (MDR-S to LDR-S)

Continued · About 2450 East and 4680 South

The request would change the designation from Medium-Density Residential Stable to Low-Density Residential Stable. The hearing stayed open for at least one more council meeting. In the work meeting the council noted the Planning Commission recommended approval while staff recommended denial, that a separate residential infill application overlapped and caused confusion, and the city attorney suggested reviewing all issues together.

    • Planning Commission: recommended approval; staff: recommended denial (as discussed in the work meeting)

Work meeting: stormwater utility financial plan

    Discussed

A consultant presented the stormwater utility financial plan; operations and maintenance costs are rising along with capital spending. The council must choose among options at a future meeting, and staff will bring a draft ordinance in October.

Four residents spoke at the general plan hearing. Their stated reasons included that the current designation puts the area at risk of higher density than the surrounding R-1-10 single-family neighborhoods, that it does not fit the established pattern, that infill policies in the plan seem inconsistent, and that infrastructure cannot support more development. Letters from three residents were entered into the record.
