River Heights at a glance Cache County · Utah
River Heights occupies a dry, sage-covered bench at the foot of the Wasatch Range, looking over the Logan River and Cache Valley. Pioneers reached the valley in 1859, but the bench was mostly used for grazing cattle and cutting hay. James Bullock built a dwelling dug into a hillside in 1882 and became the first resident, and small log cabins followed. The Thatcher brothers of Logan bought acreage in the level center of the bench and encouraged development.
The city website posts City Council and Planning Commission agendas and minutes, plus Appeal Authority and Development Review Committee agendas. It also carries permit and license forms, a GRAMA records request form, the city code, a General Plan, drinking water quality reports and online bill pay. The council meets on the first and third Tuesdays and the Planning Commission on the second and fourth, so read the agenda ahead of a meeting and the minutes afterward.
River Heights' early land was held mostly by the Central Pacific Railroad, and ranchers from Providence began buying it in the 1880s for cattle. The city's history page calls it third from last in the line of settlements in Cache County, and early homes were one-room cabins with dirt floors and fireplaces. The River Heights Ward was organized in the home of Lehi Olson. Stewart Hill Park is the city's listed upcoming project: Phase Two is planned to add a south sidewalk, restroom, pavilion and sprinkler system, helped by RAPZ grants totaling $265,000.
