The Redevelopment Agency set up a survey area in July 2021 and approved the Flagship Community Reinvestment Project Area plan and budget on November 16, 2021, with tax-increment sharing agreements with Weber County, the Ogden School District and the city. The board also approved an incentive agreement with Amer Sports Winter & Outdoor Company for about 19.89 acres. The council adopted the area plan the same night.
