Linda Sanchez suggested the council not act on an item the same night as its public hearing, saying residents feel ignored when action follows immediately; she also reported milky water from a fountain outside the council chambers. Adrienne Zubiller echoed the public-hearing suggestion. Angel Castillo praised the Public Works snow response, suggested plow attachments to avoid piling snow in driveways, and asked about winter on-street parking enforcement, the Ogden Airport hangar lawsuit and the Northern Utah Wildlife Rehabilitation Center contract. Council Member Hyer said a hearing is not residents' first chance to comment but he was not opposed to delaying action after hearings; the mayor said he would ask about parking enforcement at a department-director budget retreat and was not prepared to discuss the hangar lawsuit.
