Rezone of 31 acres at 1000 West 200 South to Mixed Use, Ordinance 22-11 (public hearing)

    Continued · 5-0 · 1000 West 200 South

Michael Jewell of Triiio Group described a planned center with 60,000 to 80,000 square feet of commercial space, 300 to 350 apartments and 100 townhomes at about 14 units an acre, possibly with a small grocery, and asked the council to act on the rezone or continue it while code changes are made. Four Ellis-area speakers raised concerns: past promised retail was never built, the area has little retail, transit or parks, and earlier rezones had negative effects; one asked for more neighborhood input. Chair Simmonds said the project lacks compatibility with Ellis and that the proposal is far less dense than the zone allows; Amy Anderson said the council should not craft a zone for one parcel. The city attorney said an application is judged under the rules in place when it was filed and a deed restriction cannot be added now. The council continued the item to June 7 to let a code amendment go to the Planning Commission and give residents time to comment.

    • Applicant: Triiio Group (Michael Jewell)
    • Acres: 31.39
    • Planning Commission: recommended approval 5-1

Moved by Council Member Amy Anderson, seconded by Council Member Tom Jensen. Vote: 5-0; the minutes say the motion carried unanimously, counted here as the 5 council members present

The council annexed about 30 acres of farmland north of 600 South at about 1600 to 1900 West (the minutes give both) for Rivergate LLC, with NR-6 zoning consistent with the future land use plan and the development to the south. The president of the Logan River Trails HOA said residents accept NR-6 but raised traffic, bike routes, split school district boundaries and the desire for a park, trails, bus stops and fiber. Chair Simmonds said school boundaries are set by the state.

    • Acres: about 30
    • Zoning: NR-6
