Debt and bonds
Layton's fiber obligations: about $1.94 million a year for UTOPIA, plus a 2018 bond
Layton's budget carries a UTOPIA debt service reserve replenishment of $1,939,688 in fiscal 2025 and $1,940,377 a year after that. Separately, a $22,285,000 Utah Infrastructure Agency bond issued in 2018 carries Layton's name and runs to 2045.
Redevelopment money
Layton's redevelopment agency added $1 million to the JL Ventures incentive
In November 2025 the agency amended a 2024 development agreement for a Fairfield Road project, growing it to 90.05 acres, adding a $1,000,000 up-front incentive and raising qualifying increment to the developer to 100% under a matrix.
Budgets, reserves and taxes
Layton's sewer and garbage rates rose July 1 under a fee schedule adopted with the budget
The council approved Ordinance 26-20 on June 18, raising the combined single-family sewer rate to $40 a month and the first garbage can to $16. The May proposal also listed further sewer increases for July 2027 and July 2028.
Contracts and spending
Layton staff recommended a $7.9 million bid for secondary water trunk line Phase 3
The Oct. 1 council packet recommended Claude H. Nix Construction's $7,887,028 bid, the lowest of three, for 1,340 feet of trenchless secondary water line. The draft resolution makes the award final only when the city manager signs the contract.
Layton's regional 911 center: the master agreement and what partner agencies were told
Layton, Davis County, Syracuse and Clearfield approved a master agreement for a regional emergency communications center run by Layton. A proposed Layton budget showed dispatch spending rising from $1.6 million to $5.6 million, mostly paid by partner charges.
Audits and compliance
Layton's 2025 audit: unmodified opinion, one state compliance finding on leased vehicles
The city's auditor reported an unmodified opinion on fiscal 2025 statements and one finding in the state compliance report, tied to accounting for leased vehicles. The council has since appointed two audit committee members.
