Continuing story: Auditing Layton

Layton

The Utah Ledger is reviewing Layton's public financial records in a series called Auditing Layton. The series reports what council and redevelopment agency minutes, budget packets, audit presentations and public notices state, and labels each figure with the year and basis it was reported on.

Layton's fiscal year runs from July 1 through June 30. The city announced in a public notice that its annual comprehensive financial report for the fiscal year ended June 30, 2025 was complete and available for inspection. [7]

The budget

On June 18, 2026, the City Council adopted the fiscal 2026-27 budget, Ordinance 26-19, by a 5–0 vote. Finance Director Tracy Probert put the General Fund budget at $49,824,768 and the citywide budget at $140,510,568. He also listed $3,391,825 for capital equipment and $26,090,516 for capital projects. [3]

The council chose the certified tax rate, so no property tax increase was proposed, according to the minutes. [3]

Reserves

The proposed budget in the packet for a March 17, 2026 council budget meeting listed $15,989,375 in assigned and unassigned General Fund balance at June 30, 2025. It projected 2026-27 General Fund revenue of $44,792,749 and expenditures of $50,390,849, a $5,598,100 gap that the projection deducts from fund balance. [4]

That proposal estimated the unassigned balance at $5,516,752 on June 30, 2027, or 12.32% of estimated revenue. These are March proposal figures. The Ledger has not confirmed the corresponding figures in the adopted budget. [4]

The fiscal 2025 audit

Auditor Robert Wood of HBME, PC told the council on Dec. 18, 2025 that the city received an unmodified opinion on its fiscal 2025 financial statements. He said the report on internal controls and compliance identified no weaknesses or deficiencies, and the federal grant report identified no issues. [1]

The State Auditor's compliance report contained one finding, involving the accounting for leased vehicles under GASB 87. Asked by a council member, Wood said Layton had the lowest debt of the roughly 20 municipal audits his firm handled. [1]

At the work meeting earlier that evening, the council completed a fraud risk assessment and discussed when an internal auditor position would make sense. Wood said the benefit of such a position would not outweigh the cost. [2]

Dispatch and redevelopment

On June 4, 2026, the council approved a master agreement under which other agencies can join a regional emergency communications center that Layton operates. Police Chief Allen Swanson said the consolidation would raise its volume to roughly 140,000 calls a year. [6]

On Nov. 6, 2025, the city's redevelopment agency approved an amended and restated development agreement with JL Ventures, LLC that added a $1,000,000 up-front incentive to the $1,704,640 incentive in the 2024 agreement. [5]
