Public hearing on Resolution 18-2026: 2026 Water Conservation Plan update

    Pending

The council was to hold a public hearing on the city's draft 2026 Water Conservation Plan update, which Utah law requires every five years and which is due to the state Dec. 31, 2026. Staff said the hearing is the last chance for public input and that the final plan would be adopted at a later meeting after feedback is considered.

    • Water use: 269 gallons per capita per day in 2025, down from 333 in 2015
    • State target: a 20 percent cut from 2015 to 2030, or 267 gallons per capita per day; the city's own challenge goal is 245 by 2030
    • Planned measures: outreach, continued enforcement of daytime watering restrictions and the waterwise landscape and indoor water conservation codes, and possible billing rate changes, internal water audits and a Water Master Plan
    • The plan does not obligate funds

Resolution 19-2026: amend the fiscal year 2026-2027 budget (public hearing and vote)

Staff said it does not raise total spending.
