How minutes work. Minutes are the official record of a meeting. The council approves them at a later meeting, so the newest meetings have only an agenda, or draft minutes, until then. Meetings marked Approved minutes are written from that approved record. Ones marked Agenda only describe what was scheduled; we add the results once the minutes are posted.

The department estimated about 230 more jobs plus 20 to 60 health services positions. Council members and staff raised water, sewer, electrical and medical service impacts; cost estimates are expected in the coming weeks and no decision has been made. These are unapproved minutes.
