Trucking and county government

Ronald M. Winterton worked as a truck driver for 35 years before serving as a county commissioner, according to his Senate biography. It also describes work for a civil consulting firm. That background combines a transportation trade with local-government decision-making, providing career context for his subsequent legislative assignments involving roads, infrastructure and the operations of public agencies across northeastern Utah. [1]

Representing northeastern Utah

Winterton entered the Senate in 2019 and represents District 20, covering portions of Daggett, Duchesne, Summit, Uintah and Wasatch counties. His official biography identifies him as chair of Senate Government Operations and Political Subdivisions. The district brings together communities across the Uinta Basin and Wasatch Back, rather than a single county or city, while his office remains a seat in the state Legislature. [1]

Transportation and government operations

The current member record lists Winterton on Senate Transportation, Public Utilities, Energy, and Technology, Government Operations and Political Subdivisions, and Rules. He also has interim assignments in transportation and government operations. His trucking and county-government experience provides context for those responsibilities, but committee membership alone does not establish his position on every road project, energy proposal or local-government change. [2]

In the 2026 General Session, Ronald M. Winterton was chief sponsor of S.B. 15, County Forms of Government Amendments. It removes the limit on full-time county commissions in optional plans for counties of 225,000 or more, and drops the requirement that a majority of registered voters approve changing a county executive or legislative body between full-time and part-time. The governor signed it on March 17, 2026. [3]

In the 2026 General Session, Ronald M. Winterton was chief sponsor of S.B. 17, Credit Card Processing Fees Amendments. It would have let public colleges and local school systems pass credit card processing fees on to people who pay electronically. It did not become law, and it was filed on March 6, 2026. [4]

Resource budgets and regional liaison work

Winterton's appropriations assignments include Transportation and Infrastructure and Natural Resources, Agriculture, and Environmental Quality. He also serves on the Federalism Commission and Native American Legislative Liaison Committee. Those assignments place regional infrastructure, resource-agency funding, relations with tribal governments and state-federal questions within his portfolio. They give residents additional places to follow his work beyond the full Senate's floor calendar. [2]
