Roger Armstrong is vice chair of the Summit County Council. His county biography lists study at the University of California, San Diego and Loyola Law School and says he has practiced entertainment law since 1995 after working as a vice president at Universal Pictures and TriStar Pictures. It lists service on the Governor's Office of Economic Development motion picture advisory committee, the Sundance Institute's Utah advisory board, the Utah Film Center board and the High Valley Transit District board. Years are not given.
The council unanimously adopted Resolution 2026-23 on Oct. 7. It says the law lets landowners form a city without a public vote and could leave counties with the costs.
