Education and school service

Maresa Tonioli Manzione earned a business degree from Utah State University. Her civic background includes the Tooele County School Board and local and state PTA organizations. Those assignments preceded her mayoral service and placed her in education governance and parent advocacy. She has also maintained a connection with local outdoor recreation and community businesses, according to her city biography. [1]

Council experience

Manzione joined the Tooele City Council by appointment on January 8, 2021, to fill a vacancy. She subsequently won a four-year council term and took that oath on January 3, 2022. Her council assignments covered the Arts Council, employee grievances, recreation-related tax oversight, planning liaison work, redevelopment and the city’s Water Special Service District. [1]

From council to mayor

She was sworn in as Tooele mayor on January 5, 2026. Her prior council service included chairing the Redevelopment Agency and participating in redevelopment taxing-entity work. That experience brought involvement with land development, public finance and local infrastructure into the executive office. The transition followed several years working with the city’s boards and administrative processes as a council member. [1]

Wastewater investment

In her October 2026 mayor’s message, Manzione discusses operational challenges and planned improvements at Tooele’s Water Reclamation Facility. She says the city is preparing an approximately $11 million bond for upgrades, including solar drying panels and ultraviolet treatment equipment. She also explains that existing sewer rates already account for bond payments and impact fees will offset part of the cost, presenting infrastructure reliability as a long-term public health responsibility.
