Pediatric emergency medicine

Jen Plumb is a pediatric emergency physician and University of Utah pediatrics professor, according to her official Senate biography. She earned her undergraduate degree at UCLA and her medical and graduate degrees at the University of Utah. Her training included a pediatrics residency at Indiana University's Riley Children's Hospital and a pediatric emergency medicine fellowship at Primary Children's Hospital through the University of Utah. [1]

Overdose prevention before office

Plumb co-founded Utah Naloxone and serves as its medical director. Her biography describes work equipping families and individuals with naloxone and advocacy at the Legislature before her election, including efforts addressing overdose deaths and infectious-disease transmission. It also records service with the Utah Opioid Task Force and national policy fellowships. Those activities are part of her public-health career rather than evidence about an individual patient's treatment. [1]

Senate service and policy interests

Elected in 2022, Plumb began Senate service in 2023 and represents District 9 in Salt Lake County. The official biography identifies her as the Democratic caucus's assistant whip. It describes legislative work spanning substance-use prevention, child welfare, criminal justice, healthcare and environmental quality. Her district includes central Salt Lake City neighborhoods and Emigration Canyon, linking those statewide topics with a largely urban constituency. [1] [2]

In the 2026 General Session, Jen Plumb was chief sponsor of S.B. 49, Natural Organic Reduction Amendments. It would have let funeral service establishments offer natural organic reduction, set requirements for funeral directors who do, covered authorization forms and recordkeeping, and limited the establishments' liability. The Senate passed it on second reading but it did not receive a final Senate vote, and it was filed on March 6, 2026. [3]

In the 2026 General Session, Jen Plumb was chief sponsor of S.B. 50, Anesthesia Dosage Amendments. It requires health plans to cover medically necessary anesthesia services and bars them from denying payment solely because of preset time limits. The governor signed it on March 17, 2026. [4]

Health policy and appropriations

The Legislature lists Plumb on Health and Human Services, Government Operations and Political Subdivisions, Executive Appropriations, Social Services Appropriations and General Government Appropriations. Additional assignments include the Native American Legislative Liaison Committee, water development and rural-health grant oversight. That portfolio extends beyond medical legislation into agency administration, spending and access to services. An assignment documents responsibility for review; a claim about a particular policy outcome needs the separate bill or implementation record. [2]
