Phase II covers the city right-of-way, 50 feet wide, with a six-foot sidewalk, separated bike and pedestrian use and targeted roadway narrowing. UDOT grant funding would cover most of the project; final design is planned for fall 2026 and construction in 2027 (the slides say spring 2027). Council Member Parigian questioned narrowing the road; the mayor wanted a future bike strategy discussion. The minutes say the council agreed to move forward with the design as proposed; no vote was recorded.
