Agenda, item by item

  1. Item W1 · Development

    HOA financial assistance (work session)

    Discussed

Housing staff discussed a pilot loan or grant program for capital maintenance at affordable-housing HOAs: loans of 5 to 10 years at 2% from a $350,000 pool held by a lending partner. One HOA has about $100,000 in repairs. Council Member Ciraco supported a loan pilot limited to 100% affordable developments; Council Member Dickey opposed a loan program but supported a one-time, case-specific grant for Snow Creek; Council Member Rubell supported making Snow Creek whole and interest-bearing loans for others; Council Member Parigian did not want to lend to fund substandard construction. No vote.

  2. Item W2 · Roads and utilities

    Aerial transit discussion (work session)

Discussed · Richardson Flat, Main Street and Snow Park

Staff reviewed six aerial transit alignments (Brew Pub/Sandridge, China Bridge, Bob Wells Plaza/North Marsac, North Marsac lot, Flagpole lot, Richardson Flat) and gondola, tri-cable and Swyft Cities options, and proposed hiring a consultant. China Bridge needs about $5 million in repairs through 2028 and replacement would cost about $20 million per section. The mayor summarized unanimous support to pursue a Richardson Flat to Snow Park route and direction to study Richardson Flat, Town Lift and China Bridge. Council Member Parigian opposed Main Street options; Council Member Toly questioned who would pay for a Richardson Flat landing that mainly benefits Deer Valley. No formal vote.

  3. Item W3 · Presentation

    Winter 2024-25 transportation report

    Discussed

Systemwide transit ridership rose 10% and Richardson Flat peak-day ridership 52%. Paid parking revenue was $1,095,570, down 7.4% from $1,182,692. Council Member Ciraco said more than $100,000 was spent on direct Richardson Flat to Deer Valley service and suggested redirecting it.
