May 22, 2025, 3:00 p.m.

The council gave direction on Bonanza Park code levers (20% affordable units, 75-room hotels, 45-foot height) and continued the amendments to July 10. It approved a snowmelt system contract for the high school tunnel of up to $1,476,109, a three-year Arts Council contract of up to $120,000 and a Kimball Arts Festival permit, all 5-0. The EPA briefed the council on Richardson Flat mine tailings.

Agenda, item by item

  1. Item WS · Roads and utilities

EPA Richardson Flat CERCLA site update (work session)

    Discussed · Richardson Flat

An EPA project manager said the agency is preparing an engineering evaluation and cost analysis; mine tailings lie along the Rail Trail and in the floodplain. The site is not a Superfund site; the EPA has $17 million with a portion held back for a claim at another unit. Tailings removal could start next year and last three years, and public comment starts within a couple of months. No vote.

  2. Item V.1 · Contract

    Consent: Arts Council contract

    Approved · 5-0

Approved a three-year contract with the Arts Council of Park City and Summit County for up to $120,000.

Moved by Council Member Jeremy Rubell, seconded by Council Member Tana Toly. Vote: 5-0

  3. Item VI.1 · Roads and utilities

Snowmelt system for the high school tunnel

    Approved · 5-0 · High school tunnel

The council approved two contracts with Calvin L. Wadsworth Construction Company, LLC totaling up to $1,476,109 and an added $800,000 on top of an existing $800,000 budget, with the tunnel closed during work and completion targeted before school starts. Council Member Parigian noted litigation with the first contractor and said a full-time employee would cost far less; the engineer said the system improves safety. The minutes do not reconcile the $800,000 request with the contract cap.

Moved by Council Member Ed Parigian, seconded by Council Member Ryan Dickey. Vote: 5-0

  4. Item VI.2 · Zoning

Bonanza Park land management code amendments

    Continued · 5-0 · Bonanza Park

Staff presented feasibility levers including 20% nightly rentals, hotels up to 150 rooms, deeper parking reductions, five-story height and 10% affordable housing. By topic the council agreed to leave affordable units at 20%, hotels at 75 rooms, height at 45 feet, and the frontage zone as drafted; a majority favored reducing open space and exploring more parking reductions; members differed on nightly rentals (Rubell and Ciraco favored 20% or more with grandfathering; Toly 20%; Dickey as drafted). Two residents commented on traffic and building height. The council continued the item to July 10.

Moved by Council Member Ryan Dickey, seconded by Council Member Tana Toly. Vote: 5-0

  8. Item VIII.3 · Other

    Approved · 5-0

The council approved the plan with the same expected attendance, an added young artist clay booth, a moved creation station, new ticketing and the spirit garden open until 9 p.m. Saturday. Plan changes must return to council.

Moved by Council Member Ryan Dickey, seconded by Council Member Tana Toly. Vote: 5-0

  9. Roads and utilities
