Reconsideration of ranked choice voting for the 2025 municipal election (Resolution 07-2025)
Approved · 3-2
The council rescinded the city's request to join the ranked choice voting pilot, returning to a traditional election. Council Member Ciraco said he had been reconsidering since the resolution passed and cited the pilot's final year; Council Member Rubell cited inconclusive studies and that the state was not extending the pilot; Council Member Parigian preferred demanding campaigns. Council Members Dickey and Toly voted no, calling the special meeting irresponsible and short-notice and saying promises should be kept; Mayor Worel said she felt ambushed. The Utah County clerk reported an anomaly in the tabulation software that could count ballots improperly in a close race. Twenty-nine speakers, most supporting ranked choice voting and objecting to a quick reversal, spoke or submitted comments; a few opposed it.

Irrigation water rate structure alternatives
Discussed
Staff presented two irrigation rate options: Alternative One ($100 an acre base, tier 2 at 75% of allocation) and Alternative Two ($150 an acre base, tier 2 at 100% and tier 3 at 110%), each with a $300,000 revenue reduction, after the water department already cut its budget by $650,000. There are 180 irrigation accounts. The mayor summarized majority support for Alternative Two, to appear in the FY26 fee schedule and first on the July bill. No vote.
