Retreat day two: council weighs City Hall future and General Plan vision

On the second day of the strategic planning retreat the council discussed whether to keep City Hall at the Marsac building, directed staff to analyze needs and a minimum investment, and reviewed the 2025 General Plan update. No formal votes were taken on those items; closed sessions occupied much of the day.

Staff said City Hall has 107 employees, projected to reach 152 by 2035, and the China Bridge garage shows accelerated corrosion. Council Members Rubell and Dickey favored a modest modernization of the Marsac building, Rubell citing $700,000 for minimum upgrades; Council Members Ciraco and Parigian leaned toward Bonanza Park; Council Member Toly favored staying on Marsac; Mayor Worel wanted the building kept public and opposed a hotel conversion. By consensus staff will analyze co-location and parking needs by department and return with the minimum investment needed to stay. No vote.

2025 General Plan update

Planning staff and Design Workshop said the plan, last updated in 2014, will have five elements (Community Character, Transportation, Housing, Water and Conservation, Sustainability) and be adopted in summer. A fall 2024 survey of 453 residents named traffic and congestion the top concern (71%); 80% of commuters come from outside the community. Members offered edits to a draft vision statement. No vote.
