Council reviews open-meetings training and committee conflict rules

The council received annual training on open meetings, public records and ethics, discussed limits on texting during meetings and asked staff to return with stronger conflict-of-interest rules for the Nonprofit Services Advisory Committee. It approved a consent agenda with Sundance licenses. No other votes of substance were taken.

Council Member Jeremy Rubell asked to tighten the committee code so recusal is mandatory when a member has business dealings with a requesting nonprofit; Council Members Ciraco and Parigian agreed. The city attorney recommended requiring disclosure or recusal for broadly defined dealings with an entity requesting funds. Parigian and Rubell also wanted to bar elected officials from the board. Staff will bring back options. No vote.

The city attorney and recorder gave annual training on the Open and Public Meetings Act, the Government Records Access and Management Act and the Ethics Act. After discussion of texting during meetings, the mayor said there should be no texting about meeting business or with constituents, with exceptions for family or work emergencies; staff will bring revised protocols to the retreat. The recorder reported a record number of records requests in 2024.
