Joint session with Summit County Council debates regional housing authority without reaching a decision; Sundance preview presented

January 12, 2024, 9:00 a.m. · Sheldon Richins Building, 1885 West Ute Boulevard

On January 12, 2024 the Park City Council met jointly with the Summit County Council. The councils did not reach a decision on a regional housing authority: the county chair directed staff to stop further work until a final decision at the next meeting, a county council member proposed a $2 million per-entity business plan, and several city members including Council Members Ryan Dickey, Ed Parigian and Bill Ciraco doubted an authority was the right tool, while Council Member Tana Toly supported it. Staff previewed the 40th Sundance Film Festival. No motions or votes were recorded. The minutes are marked approved on February 15, 2024.

Agenda, item by item

  1. Item 1 · Presentation

    Potential regional housing authority discussion

    Discussed

Core services would be marketing, a one-stop application process, compliance and education, costing $1.5 million; enhanced services such as development would need more staff. Parigian was not supportive at that time and did not want to be half in and half out; Ciraco suggested the county lead formation and the group pick a project and sign a letter of intent; Dickey said an authority was not an accelerator; Toly supported it; Rubell suggested starting with a collaborative committee-model project. A county council member said the $1.5 million would not build units and proposed a $2 million per-entity business plan with a five-year housing goal. The mayor asked the city council to hold its own discussion and return with a united position. No vote.
