Item II.A · Presentation
Regionalization feasibility taskforce update: regional housing authority
Discussed
A county council member said each entity would contribute $250,000 to start the authority; Gerber said that would cover only staff costs. A housing authority director estimated $500,000 to $1 million in total. Members generally supported moving forward; the Summit County chair asked whether to form one regional authority or separate ones plus a joint one and worried about competition for staff and funding. A county council member proposed monthly progress updates. No formal action.
- Budget$250,000

Affordable housing project updates

Park City projects: Studio Crossing (185 affordable units), the Holiday Village area redevelopment to 317 units, EngineHouse (99 affordable units), Mine Bench (proposed 240 affordable units for resort employees) and a Clark Ranch feasibility study (up to 300 units). Summit County projects include Elk Meadows rehabilitation, Slopesides Apartments (169 units) and Silver Creek Village (330 income-restricted units). The Summit County chair asked staff to study replacing area median income percentages with rent caps. Informational.

3Kings Water Treatment Plant overview
Discussed
The 7.2 million-gallon-a-day metals removal plant treats mining tunnel water, which supplied about 45 percent of area water. A stipulated compliance order requires treating all Judge Tunnel water and part of Spiro Tunnel water, at minimum rates of 1,350 gpm in 2024 and 1,850 gpm in 2029. Staff cited $142 million in debt at under 2 percent interest; the slide lists $140 million of 2020 and 2021 water revenue bonds. A pipeline along SR-224 to Snyderville Basin is being studied. Informational.
