Doilney and Dickey said council had not given clear direction on critical priorities; Rubell asked that mandated items be tagged. No vote.

Toly opposed, citing business revenue comparisons; Dickey did not support it, citing event fatigue; Gerber and Doilney supported a one-year extension, with Gerber asking staff to explore other locations; Rubell proposed moving July 30 to September 24.
