Park City Council retreat day one reviews Vision 2020 priorities, housing, transportation and land use

On the first day of its strategic planning retreat, council reviewed the history of Vision 2020 and its four priorities, housing goals including 800 units by 2026, transportation and peak-day traffic management, and the General Plan update. No votes were taken.

Vision 2020, pillars and critical community priorities

Staff presented the history of visioning, the 2019 Future iQ survey and the 2021 adoption of four priorities. Council discussed consolidating priorities, simplifying messaging and including small businesses and the ski resorts. No vote.

Community housing

Staff reviewed the housing task force, the 800-unit goal by 2026 and the Woodside Park and Homestake projects. Council discussed fee-in-lieu policy, a regional housing authority, a housing emergency fund and nightly rental policy. The city-owned parcel at 100 Marsac was deprioritized for housing because of steep terrain and neighbor feedback. No vote.

Staff reviewed capital projects, transit solutions and peak-day traffic management including a temporary resort plan. Council discussed parking studies, resort responsibility and a possible transportation board. No vote.

Staff described the General Plan update, possibly two or more years with a consultant. Council discussed a possible moratorium, historic home protections and regional growth. No vote.
