Debt and bonds
West Valley City paid $4.57 million toward UTOPIA's bonds in fiscal 2025
West Valley City's audited report shows $4,570,208 in pledge payments to the UTOPIA fiber network in the year ended June 30, 2025, and $64,242,338 paid in total. The city records the total as a note receivable but has fully reserved it and does not expect repayment.
Redevelopment money
West Valley City's redevelopment agency collected $22.5 million in tax increment in fiscal 2025, the year it sold its hotel position
The agency's required disclosure shows $22,508,283 in tax increment collected from other taxing agencies, led by the Northwest economic development area. The same year, it sold its position in the Embassy Suites hotel and retired the hotel's debt; the records reviewed do not state the sale price.
Budgets, reserves and taxes
West Valley City Council adopts fiscal 2027 budget with property tax increase, 6-1
The council approved Resolution 26-89 on Aug. 11, 2026, after a public hearing on a property tax increase. City officials described about $1.9 million in added property tax revenue for new firefighter positions and pay increases. Councilmember Tom Huynh voted no.
Contracts and spending
West Valley City raises the limit for purchases made without council approval to $70,000
The council voted 5-0 on June 9, 2026, to raise the city's small-purchase threshold from $30,000 to $70,000. Purchases in that range no longer need council approval if they are budgeted and approved in advance by a department head and the city manager.
Audits and compliance
West Valley City's fiscal 2025 audit lists no findings after an earlier budget overrun
The auditor's supplementary reports for fiscal 2025 list no current findings. The previous year's report found that a park impact fee fund spent $142,992 more than budgeted, and a fiscal 2022 finding involved a $252,261 overrun in an arts foundation fund.
