Taylorsville council adopts detached accessory dwelling unit rules with a one-to-one height setback, 5-0 (draft minutes)
October 21, 2026, 6:30 p.m.
Taylorsville's City Council voted 5-0 on Oct. 21 to pass Ordinance 26-15 as amended, adding detached accessory dwelling units (DADUs) to the city's ADU rules in response to 2026 state law requiring them on lots of 11,000 square feet or more. DADUs cannot go in front yards, need 15-foot side and rear setbacks and 6 feet from the home, and are limited to 50 percent of the home's footprint; the council added a one-to-one setback increase for DADUs taller than the home. The council also heard that the county-run Centennial Way art project was funded at $115,000 of $117,000 and that the city won a $683,970 equipment grant. These are the city's draft minutes.

Planner Grant Allen said the ordinance restructures the chapter into universal, internal and detached ADU standards, with work sessions on April 28 and June 9 and Planning Commission hearings on Aug. 25 and Sept. 22. DADUs are limited to 75 percent of the home's total square footage. The council discussed the planning commission's rule that DADUs taller than the home sit farther from it and, at Council Chair Knudsen's urging, agreed on a one-to-one ratio so taller units increase side and rear setbacks instead. City Attorney Cowdell said the ordinance is a state mandate whose deadline of Oct. 1 had passed without penalty. Council Member Burgess said he would support it if the short-term rental period and height provisions can be revisited after the legislative session.
- Side and rear setback: 15 ft minimum
- Separation from home: 6 ft minimum
- Size: 50% of footprint, 75% of total square footage
