Sandy hears Creek Road safety study and roundabout analysis for 11000 South and 1000 East

August 18, 2026, 5:15 p.m. · Council Chambers, Sandy City Hall, 10000 Centennial Parkway, and Zoom

Public Works presented a joint Sandy and Cottonwood Heights safety study of the roughly four-mile Creek Road corridor and a consultant study that found a roundabout at 11000 South and 1000 East near Alta High School would have a net 20-year safety benefit of $6.7 million over a traffic signal. The city has a Wasatch Front Regional Council grant for the intersection. The council also heard a flood damage report. No votes beyond the consent calendar.

Agenda, item by item

  1. Item 1 · Roads and utilities

    Creek Road safety update

Discussed · Creek Road corridor, Sandy and Cottonwood Heights

Ivan Hooper of Public Works presented a joint Sandy and Cottonwood Heights study of the Creek Road corridor of about four miles. Nine crosswalks exist, many installed without city involvement and not meeting current standards; residents cited the lack of sidewalks, speeding and drivers not yielding. Short-term recommendations are to move three crosswalks, add visibility treatments and add two crosswalks; long-term recommendations are a full-corridor sidewalk, upgraded pedestrian facilities, lighting and speed management. Ryan Kump and Hooper answered questions on the speed limit and bulb-out costs. No dollar amounts were stated.

  2. Item 2 · Roads and utilities

11000 South and 1000 East intersection study

Discussed · 11000 South and 1000 East, near Alta High School

Hooper presented a consultant's traffic and safety study of the intersection by Alta High School, covering six years of crash history, the Safe System Approach, signal warrants and a comparison of all-way stop, signal and roundabout options. The 20-year net safety benefit of a roundabout over a signal was a net savings of $6.7 million. Council members and the mayor's intersection committee toured roundabouts in Draper, Sandy and Cottonwood Heights. Ryan Kump said the city received a Wasatch Front Regional Council grant for the project, with about a year for design and a year for installation. Dave Egelund now supports the roundabout; Craig Ulrich asked for a mock-up and said the city may need additional land.
