The council reviewed recreation center membership fees, got a mid-year update on the MVP shelter and discussed bond options for the Crescent View Middle School property. Agenda, item by item

  1. Item 1 · Presentation

Mid-year update on the MVP (medically vulnerable person) facility

    Discussed

Laurie Hopkins of Shelter the Homeless introduced presenters from The Road Home, the 4th Street Clinic, Sandy Fire and Sandy Police. Topics included first-half 2026 patients, a new program orientation, chronic disease and behavioral health care, EMT services, a national respite-care certification and security and facility improvements. Council members asked about resident age, injuries, substance use disorder and moves to permanent housing. Mayor Zoltanski mentioned possible affordable housing next to the facility.

  2. Item 2 · Other

    Biennial review of council policies

    Discussed

Council Director Dustin Fratto reviewed policies on attendance, the legislative process, officer elections, the chair role, code of conduct, agenda, public hearings, media, compensation, committee appointments, electronic meetings and minutes approval.

  3. Item 3 · Parks

Sandy Recreation Center memberships and fees

    Discussed

Ben Hill, Jetta Marrott and Lois Stillion presented fee benchmarking, membership fees, amenities, hours and programs. The center is on track to open in January and memberships go on sale this fall; negotiations are under way to accept the top four senior plans such as Silver Sneakers. Council members discussed operating costs, administrative charges explained by Brian Kelley, family eligibility and how to cover a first-year deficit, which Hill said needs more discussion. They also raised the future of the taxing district and a possible second cell tower on the property. The notes give no dollar figures.

  4. Item 4 · Parks

Crescent Middle School property: bond discussion

    Denied

Council Member Brooke Christensen moved, seconded by Council Member Alison Stroud, to request bond language for three scenarios: purchase and update of the school only; purchase and update plus a public safety facility; and a public safety facility only. The motion failed; the tally is not recorded. Bond counsel said the city can issue up to the approved amount or less, in tranches, each with closing costs, and estimated a rate of about 4.1% with no expected credit-rating impact. Council members asked about six years of Canyons School District operating costs, upkeep funding, roads that might open to through traffic and whether operating costs can be bonded. The Arbor building is a net gain because rent covers its bond payment. Members discussed appraisals and the right of first refusal and requested a legal analysis of the voter information pamphlet process. A majority signaled support for bringing bond language back the next Tuesday. Stroud asked about the Fire Station 31 bond, assets that could reduce the price and including a public safety building.
