Munsey welcomed the council and introduced the board and staff. Tom Ward of Sandy Public Utilities described Sandy as part of the Metro family. Munsey said the district was created by a special election in August 1935 and Sandy was annexed in January 1989 after applying in May 1988. She reviewed major projects, Sandy's financial impact from annexation, capacity and non-capacity capital projects, water sources and use, a 2015 to 2024 look-back, Sandy's current and future commitments, proposed property tax increases in FY28 and FY31 and projected water rate increases. Council members asked questions throughout, and the council then toured the facility. The notes state no dollar amounts.
