Second reading: Utah Community Renewable Energy Program participation (Resolution 24-36C)

    Denied

Council Member Aaron Dekeyzer sponsored the resolution, and the CAO said the mayor supports the program. Discussion covered cost, resident effect, timeline, the short opt-out window and that only 18 of 283 communities participate. City Attorney Lynn Pace spoke on program funds and legal requirements. Council Member Zach Robinson spoke in favor; many members were not in favor, citing no track record. Speakers in support were David Ryser, Julie Morgan, David Follawd, Andrew Watt, Sara Kenney and Mike Shackelford, who asked the council to match Cottonwood Heights' commitment. Opposed were Pat Jones, Steve Wise, Dave Egelund and Craig Ulrich; Marc Peterson asked the council to consider cost and Dawn Bates asked that participation be a choice. 5. Item 6 · City code

Second reading: council policy on committee assignments (Resolution 24-35C)

    Tabled

DeKeyzer presented the policy; concerns included varying committee service timelines and using a coin toss to break stalemates. No one spoke. A motion by Council Member Ryan Mecham to adopt it, seconded by DeKeyzer, drew a friendly amendment from Council Member Alison Stroud to keep all terms January through December, which Mecham accepted and DeKeyzer did not; the amended motion failed for lack of a second. A new motion to table then passed by roll call; individual votes are not recorded.
