    Approved · 5-0

The Council approved the consent agenda 5-0, except items 6 and 7 (Racial Equity in Policing Commission appointments of Olivia Joylani Kavapalu and Uliva Guadarrama), which the motion excluded; the minutes do not say why. It set a Feb. 7, 2023 hearing on the electric vehicle readiness parking amendment (Title 21A.44.040, 20 percent EV-ready stalls in new multi-family projects) and approved appointments of Anaya Gayle (Planning Commission), John Close (Transportation Advisory Board), Diya Oommen, Julia Summerfield, Steven Calbert and Katherine Durante (Racial Equity in Policing Commission) and the reappointment of Tye Hoffmann (Airport Board).

Ordinance: electric vehicle readiness parking stalls

    Discussed

Sustainability staff proposed amending Title 21A (21A.44.040) to require new multi-family projects and major reconstructions in multi-family zones to provide electrical capacity for EV charging at 20 percent of required parking stalls. After discussion of charging behavior, costs of retrofitting and low-income areas, the Council asked staff to return with a requirement based on stalls built rather than stalls required, of one EV stall per 25 installed and one charger installed per five EV-ready stalls.

Electric vehicle readiness off-street parking stalls (public hearing)

    Tabled · 7-0

The ordinance would require new multifamily projects to provide electrical capacity on 20% of off-street stalls (code section 21A.44.040), also applying to major reconstructions. Six speakers from clean energy and environmental groups, a developer-side speaker and a resident supported it, citing equitable EV charging access for renters. The Council closed the hearing and referred the item for later action.
