Staff gave community engagement updates, including a food equity micro-grant closing March 6, and a homelessness update covering resource fairs, the Miami Model sequential intercept program and House Bill 499 on resource centers.
Item 2 · General plan
Northpoint Small Area Plan
Discussed
Planning staff presented the plan for land between the airport and the city's northern boundary along the 2200 West corridor, covering development pressure, buffers for agricultural uses and wildlife habitat, air, noise and light impacts, annexation, design standards, land preservation and financial tools, and amendments to the Major Street Plan. Members discussed protecting nearby residents from noise, light and air pollution, possibly changing business park zoning to M-1, keeping a 75-foot buffer on both sides of the Rudy Canal, stronger wetland protection and exploring transfer of development rights. They also discussed a moratorium on development along 2200 West, which staff said could not apply to already-permitted proposals, and a community benefit agreement or escrow for damaged properties that could not apply retroactively.

Board appointment interviews
