Item 1 · Presentation
Updates from the Administration
Discussed
Staff reported Utah COVID-19 cases down 24% over two weeks, 160 confirmed monkeypox cases in the state since May, and flu activity expected to peak December through February. Engagement updates covered the Ballpark Station Area Plan, shelter zoning and accessory dwelling unit changes. The homelessness update covered winter shelter options, eight active camps, and resource fair and Kayak Court dates.
Item 2 · Parks
Glendale Regional Park Master Plan
Discussed
The Public Lands Department presented a preferred site plan for the former Glendale Water Park site, including an outdoor pool, climbing features, a skate park, flexible event spaces and a community plaza. Phase I is targeted for April 2024 with $3.2 million in funding, and the plan is scheduled for Planning Commission review this fall and Council adoption in December. Council Member Fowler said ongoing maintenance costs were not in the presentation and asked about programming; staff said the plan is to use Funding Our Future dollars for maintenance of new bond-funded facilities and return to the Council for added positions. Council Member Puy thanked staff for west-side engagement.
- Budget$3.20 million
Item 3-4 · Development
The Other Side Village lease and rezone (follow-up)
Discussed
The City Attorney's office gave members packets of potential conditions for the rezone and ground lease, default remedies and a term sheet covering unit, occupancy, eligibility, rent and reporting requirements. Council Member Dugan asked whether three ADA units were enough; staff said three would be wheelchair accessible from the start and others could be converted. Council Member Petro-Eschler asked if eight acres was enough space, and the planning director said yes. Council Member Valdemoros asked the Administration to look at at least five ADA units, and staff said they would return with the nonprofit's response. Council action was tentatively set for Oct. 18.
Item 8 · Budget
Sustainability holding account: electrified transportation
Discussed
Staff described three remaining holding account requests: $214,000 in match funds for public electric vehicle chargers on city property, $150,000 for a study to encourage public EV adoption and $150,000 for a city fleet charging needs assessment. Staff said the match should be budgeted before applying for federal or private grants. Council Member Wharton raised enforcement problems, including too few downtown chargers and cables too short to reach vehicle ports, and asked for collaboration with the Compliance Division; staff said longer cables will be used in new installations.
- Budget$214,000
- Budget$150,000
- Budget$150,000
Item 9 · Annexation
Annexation petition at 2200 West between 2800 North and 3300 North
Discussed
Planning staff briefed the Council on an annexation petition received Sept. 27. The Council has 14 days to accept or deny the petition; acceptance only starts notices, a protest period and later Council consideration, with zoning defined in the annexation ordinance. The Council may ask the Planning Commission for a recommendation.

State legislative briefing
Discussed
The city's lobbyist outlined work on land use for the 2023 session and a new state economic opportunity commission. Council Member Dugan asked about expanding the down payment assistance program; staff said it was a housing commission recommendation, with $1 million proposed for firefighters and $9 million for teachers. Council Member Wharton asked about the Inland Port contract; the City Attorney said the city, Redevelopment Agency and Utah Inland Port Authority must sign a contract by Dec. 31, 2022 and negotiations were nearly complete.
