The Council took comment on a resolution authorizing the sale of up to $1 billion in limited-obligation airport revenue bonds to continue financing the new Salt Lake City International Airport, repaid solely from airport revenue, with completion scheduled for 2024. One speaker asked the Council to emphasize central tunnel transportation options. The Council closed the hearing only; the Executive Director clarified action was not taken at that point.

  2. Item B.2 · Zoning

Rezone at 860 and 868 East 3rd Avenue

    Continued · 6-0 · 860 and 868 East 3rd Avenue

The proposal would rezone two parcels in the Avenues Local Historic District from CN (Neighborhood Commercial) and SR-1A to R-MU-35 (Residential/Mixed Use). The applicant wants multi-family housing but the request is not tied to a development plan, and any demolition or construction needs Historic Landmark Commission approval. The applicant thanked the Council. One resident supported more housing and asked about plans for the neighboring house. The Council closed the hearing and deferred action.

  3. Item B.3 · Zoning

Rezone and master plan amendment at 850 and 870 East 2100 South

    Continued · 6-0 · 850 and 870 East 2100 South

The request would rezone two properties from CC (Corridor Commercial) to CSHBD2 (Sugar House Business District) and amend the Sugar House Master Plan future land use map from Mixed Use-Low Intensity to Business District Mixed-Use-Neighborhood Scale, allowing a future multi-family, office or mixed-use project. Two speakers opposed the proposal because the developer did not support required affordable housing. After the hearing was reopened for people who had connection problems, two speakers supported it, citing the developer's design work and neighborhood support. The Council closed the hearing and deferred action.

  4. Item B.4 · Zoning

Rezone and master plan amendment at 810 East 800 South

    Continued · 6-0 · 810 East 800 South

The proposal would rezone a parcel from R-2 (Single- and Two-Family Residential) to CB (Community Business) and change the Central Community land use map from Low Density Residential to Community Commercial. Preliminary plans show a two-story building with commercial space downstairs, residential units upstairs and rear parking. One speaker opposed it, saying it would extend poor zoning created by the Smith's expansion and that newer zones should be used. A second speaker said staff reports should be simpler and that developer contributions to Council campaigns should be disclosed. The applicant described how the zone was chosen, said he had contributed to Council Member Mano's campaign, and described the project's benefits. The Council closed the hearing and deferred action.
