Holladay council holds foothills overlay lot-size hearing open and reviews pedestrian bridge repairs

November 3, 2022, 6:00 p.m. · City Council Chambers, 4580 South 2300 East, Holladay

The council held a public hearing on removing the one-acre minimum lot size in the Foothills and Canyons Overlay Zone (FCOZ), which the Planning Commission had denied 4-1, and kept it open to November 17. It also held a parking code hearing and heard in the city manager report that repairs to the Holladay-Millcreek pedestrian bridge are estimated at $250,000 with replacement at $7 million. No votes beyond procedural motions were taken. The minutes record the mayor voting with the council members, so tallies include him.

Agenda, item by item

  1. Item IV · Public hearing

Public hearing: Title 13.72.030 FCOZ lot and density standards

Continued · Wasatch Boulevard foothills (FCOZ)

The request would remove the one-acre minimum lot size for new lots in the FCOZ so the underlying R-1-21 standard applies. The owners of a 1.97-acre parcel spoke. The Planning Commission denied the request 4-1. In the work meeting, staff said three or four parcels, mostly below Wasatch Boulevard, could be affected and notice was published but not mailed. Council Members Fotheringham and Gibbons leaned toward denial, citing the age of the overlay and the broad impact; Council Member Brewer was inclined to support, saying owners should be able to request changes; the mayor noted the effect on other properties. The hearing stayed open.
