The council approved, 5-0 on Sept. 9, a master development agreement (Ordinance 2026-17) for a roughly 101,000-square-foot, 45-foot-tall tilt-up building on 7.42 acres in the C-2 commercial zone. The agreement allows wholesale warehousing and outdoor recreation and entertainment uses on this site only, allows concrete, metal, stucco, engineered wood and fiber cement in place of the usual masonry, and requires a landscaped berm and trees along neighboring homes. The applicant's representative said Black Clover, a sporting goods and apparel brand, would use at least 80,000 square feet and consolidate three warehouses and its Draper offices there, with retail on the south side. The Planning Commission recommended approval 6-0 on Aug. 19 after a hearing with no public comment. The agreement also calls for a soil contamination assessment and cleanup if needed.
