Debt and bonds
West Point's $9 million gym share: what the agreement gives the city, and what it costs to run
West Point says a $9 million bond financed its share of Horizon Junior High's expanded gym, to be repaid mainly from park impact fees. The 50-year agreement gives the city evening, weekend and summer use, but a city FAQ says there is no general drop-in access.
Redevelopment money
West Point's general fund sends $576,000 a year to cover redevelopment bonds
West Point's redevelopment agency collected $222,145 in tax increment in fiscal 2025 and paid $713,952 in principal and interest. A $576,000 general fund transfer covered the gap. The fiscal 2027 budget continues the support at $577,000.
Budgets, reserves and taxes
West Point council sets 2026 tax rate below its advertised maximum
After advertising a maximum city rate of 0.000780 against a certified rate of 0.000711, the West Point council voted 4–1 on Aug. 18 for 0.000750, draft minutes show. The final budget raises police services to $900,000.
Contracts and spending
With county-funded sewer lines nearly done, West Point staff propose cutting a $5,200 impact fee to $1,691
West Point fronts the cost of a Davis County-funded sewer expansion and is reimbursed. In September, staff proposed lowering the northwest area's sewer impact fee from $5,200 to $1,691 per connection, saying the original fee assumed impact fees would pay for the whole area.
Audits and compliance
West Point's clean audit came with one recommendation: old checks that never cleared
West Point's fiscal 2025 audit carried no findings, staff told the council, but auditors recommended action on checks more than a year old. The report also gives two different figures for the general fund's unassigned balance.
