Five-year Consolidated Plan, 2026 action plan and Own in Ogden changes

    Discussed

Community Development Director Jeremy Smith and Senior Project Coordinator Cathy Fuentes presented the 2026-2030 Consolidated Plan, the first-year Annual Action Plan and the Neighborhood Revitalization Strategy Area plan, which govern how federal HUD grants such as CDBG and HOME may be used. Fuentes said a March 15, 2025 continuing resolution funds those grants at the 2024 level. The administration also proposed raising the cash savings a homebuyer may hold to qualify for Own in Ogden from $20,000 to $40,000 and requiring all equity from the sale of a prior home to go toward the Ogden purchase. Council members asked about housing programs, small-business grants and next steps.

  2. Presentation

Community and Economic Development Executive Director Jared Johnson sorted agency projects by stage. Conceptual: Five Points and the 24th Street interchange. Evaluation: Union Station, Capitol Square, New East Washington and Gibson. Active: Airport, Adams, Ogden River, Trackline, Continental, East Washington, Kiesel, Flagship and the CBD Mall. Board members asked about specific active projects and properties that could join future project areas.

Council business: police grant support letter and federal employee layoffs

    Discussed

Council Executive Director Janene Eller-Smith said Police Chief Sube asked for a support letter for the Community Guardian Regional Response Initiative, Phase 2 grant application; because one member cannot speak for the body, she prepared a letter with a signature block for each member. The city is also hosting an April 23 event at the Ogden Weber Tech College Event Center for laid-off federal employees. Members discussed the possible effects of federal layoffs on Ogden.
