Work session: city weighs accelerating Pineview Reservoir waterline crossing, cutting glass recycling sites to two, and $6.5 million in final budget changes

June 9, 2026, 4:00 p.m. · Council Work Room, Municipal Building, 2549 Washington Boulevard

The Ogden City Council held only a 4 p.m. work session on June 9; the agenda and minutes list no evening meeting. Public Services staff described a plan to move the Pineview Reservoir water line crossing up to this fall because of record-low snowpack and proposed consolidating glass recycling drop-offs from three sites to two. Members also reviewed Schedule A-1 changes to the final budget, the third-quarter financial and capital reports, and city debt capacity. No votes were taken.

  1. Roads and utilities

    Pineview Reservoir water line crossing

Discussed · Pineview Reservoir, Ogden Canyon

Public Services Executive Director Justin Anderson said the 36-inch steel line under Pineview Reservoir, installed in the early 1970s and never inspected since, carries about 50 percent of Ogden's culinary water. The project was planned for fall 2027 but low snowpack may draw the reservoir down enough to move it to this fall. The base option is an open-cut trench with the reservoir drawn down, which releases about 10,000 acre-feet that could be stored in Willard Bay; a temporary dike to isolate the north arm would add about $5.5 million to $6 million to a project estimated near $6 million, of which Anderson said the city could absorb about $1.5 million. Partners including the Bureau of Reclamation, Forest Service, Ogden River Water Users Association and Weber Basin raised fish, wildlife and diversion concerns. Chair Hyer asked why not let the reservoir fall naturally; Anderson said that analysis is under way. Staff are designing for both options.

    • Contract$6.00 million Estimated cost of Pineview Reservoir crossing; temporary dike option would add $5.5 to $6 million. Paid from Water utility fund (Canyon Waterline project)
    • Alternatives ruled out: routing around the reservoir (about double the length) and boring under it (risk to the well field)

  2. Public safety

    Glass recycling drop-off consolidation

Discussed · Green Waste facility; Ogden Transfer Station

Public Works Operations Director Gage Charlesworth said Momentum Recycling proposed nearly doubling its rates while dropping the city's revenue share, and Ogden High School asked that its glass bin be removed permanently. The city proposes two sites, the Green Waste facility and the Ogden Transfer Station, with pricing negotiated with Republic Services. Vice Chair Graf worried reduced access would lead residents to discard glass and noted Momentum markets a residential bin for about $145 a year. Staff will keep looking for an inner-city site.

  3. Budget

Final FY2027 budget: Schedule A-1 changes, goals and guidelines, budget message

    Discussed

Finance Director Justin Sorensen said state homeless mitigation funding falls from about $4.3 million to $3.4 million, requiring a one-time $194,650 from general fund balance (including $150,000 for the Servpro cleanup contract). Other changes: trail support from $30,000 to $100,000 funded from interest income, $700,000 moved from a future park account pending a July budget opening for the Taylor Canyon property, $3.5 million more for water system replacement (to just over $9 million a year), $100,000 for refuse truck maintenance, airport fee revenue held in contingency until fees are adopted, and a capital lease of just over $2 million for seven equipment items. Adjusted general fund: $99,551,975; total Schedule A-1 change $6,526,900. Council staff presented stylistic updates to the Council goals, such as 'managed parking' replacing 'pay parking'.

    • Budget$6.53 million Total Schedule A-1 adjustments to the tentative FY2027 budget, all funds. Paid from Fund balance, interest income, utility fund balance, lease proceeds
    • Contract$2.00 million Capital lease for seven equipment items (street sweepers, vac truck, skid steers, trucks). Paid from Fleet and Facilities fund lease
  4. Budget

Third-quarter financial and capital improvement reports

    Discussed

Sorensen reported revenues and spending generally on target through March 31, sales tax about 3 percent ahead of budget, and police spending at about 76 percent after nine months. Just over $33 million in new project funding had been appropriated. Taxable value was about $10.5 billion, giving general debt capacity of about $422 million against about $195 million outstanding (roughly 45 percent) and utility debt of about $103 million, expected to reach 40 to 45 percent of its limit as Canyon pipeline loans are drawn. Members asked for recreation divisions to be tracked separately, including the Untamed program.

  5. Other

Council business: Business Depot Ogden revenue and June 16 attendance

    Discussed

Vice Chair Graf said earlier administration proposals to use Business Depot Ogden lease revenue for general operations were rejected by the Council and that the pending Taylor Canyon purchase adds pressure on the fund. A WonderBlock tour was set for June 30. Chair Hyer asked members to flag any anticipated recusals before the June 16 final budget votes.
