The Ogden City Council voted 7-0 to confirm Jacob Sube, the interim chief, as Ogden's police chief and 7-0 to amend the Youth Council bylaws. Nearly a dozen speakers, mostly 25th Street business owners and employees, criticized the downtown paid parking program, and Mayor Benjamin Nadolski said he had told staff to delay further implementation and would launch a stakeholder outreach process. A work session reviewed a proposal to bar new multifamily housing in two commercial zones.

Proposed ban on multifamily, rowhouses and duplexes in C-2/CP-2 and C-3/CP-3 zones
Discussed
Planning staff proposed a zoning text amendment prohibiting new multiple-family dwellings, single-family rowhouses and duplexes in the C-2/CP-2 and C-3/CP-3 commercial zones. The Planning Commission recommended approval on July 3, 2024. A May 28 notice of pending ordinance lets the city reject conflicting applications for 180 days, which ends November 24, 2024. Planning Director Brierley said multifamily housing made up 62 percent of housing permits from 2020 to 2023 and that the change is the start of a housing conversation that could lead to rezones and affect the General Plan update. Council discussion covered vacancy rates, unintended consequences, possible exceptions for senior housing or sites over 10 acres, and whether any project would be rejected. Continued October 8.

Mayor Nadolski recommended Sube, who had served as interim chief, after a public process; the city and council each issued September 12 press releases, the council's seeking public input. The memo said Sube will have no employment contract but is entitled to severance if terminated involuntarily. Linda Sanchez and Danielle Croyle spoke in support, and Vice Chair White said she had heard support from several other residents. The council also recognized former Chief Eric Young for 32 years of service.

The amendments rename the group the Ogden City Youth Council, rename its executive body, allow case-by-case residency exceptions, move meetings to the first and third Monday, require a school year of experience to serve as chair, limit the attendance policy to executive committee members and clarify the recorder's role. Youth Council members introduced themselves and presented their accomplishments.

Downtown paid parking program (public comment)
Discussed
Business owners and employees said the program would hurt 25th Street businesses and raise safety concerns for late-night workers who would park in a garage up to two blocks away. Speakers asked for a delay until WonderBlock is finished, two hours of free parking or free options for employees. Thaine Fisher suggested the evening and weekend trolley for employees. Mayor Nadolski took responsibility for the rollout, said he instructed staff to delay further implementation until stakeholders are comfortable, and said an outreach process modeled on one used at the airport will precede any next step. Vice Chair White supported the pause and noted other cities have paid parking.
