Logan council adopts infill and flag lot standards 3-1; mayor recommends 8-foot north-side path on Canyon Road

November 18, 2025, 5:30 p.m.

With four members after Mark Anderson resigned to become mayor in January, the council voted 3-1 to adopt flag lot and middle-of-the-block infill standards, with Chair Jeannie Simmonds opposed, and 4-0 to appropriate $15,263 in federal grants for police equipment. Mayor Holly Daines recommended an 8-foot shared-use path on the north side of Canyon Road, and members signaled agreement by nod. Staff previewed a wildland-urban interface code and a change to bar and tavern license limits.

  1. Item 5 · Roads and utilities

    Canyon Road update

Discussed · Canyon Road from Herm's Inn to the dugway

Mayor Daines said a new 10-million-gallon water tank and a 42-inch transmission line are under construction because of state requirements and the 2025 drinking water master plan; tree removal has begun and trenching is planned for spring 2026. She recommended an 8-foot shared-use path on the north side from Herm's Inn to the dugway with curb, gutter and a park strip, reducing the right-of-way from 80 feet to 66 feet, keeping pavement at about the same width, reducing planned parking at the park, planting larger-caliper trees and deeding unused right-of-way back to adjacent owners. Council members Amy Anderson, Johnson, Simmonds and López signaled agreement by nod; no formal vote was taken.

  2. Item 6 · Budget

Fiscal 2025 annual comprehensive financial report

    Discussed

Finance Director Richard Anderson said the audited report shows the city has not exceeded its budget in several years and that reserves are sufficient in nearly every fund, dropping temporarily for major water, sewer treatment and electric projects.

  3. Item 8 · City code

Land Development Code amendments for flag lots and middle-of-the-block infill, Ordinance 25-20 (public hearing)

    Approved · 3-1

The council adopted standards allowing one additional home behind an existing home or a two-lot subdivision with one lot lacking street frontage, a new duplex on multifamily lots with a 20-foot shared driveway, and middle-of-the-block infill capped at six single-family and 20 multifamily units on private access roads. The Planning Commission recommended approval 4-1 on August 14. No one spoke. Council Member Amy Anderson said the changes address housing needs. Council Member López asked about easement security. Chair Simmonds voted no; she preferred mini-blocks to cul-de-sacs and wanted cul-de-sacs and loops removed from the code, and the minutes record no such amendment. Vice Chair Johnson supported flexibility for infill.

    Discussed

Assistant Fire Chief Robert LaCroix presented adoption of the 2006 Utah Wildland-Urban Interface Code, required by House Bill 48 (2025). Mayor Daines said participation in the Cooperative Wildfire System matters and cited a Green Canyon fire where North Logan would otherwise have faced a $1 million liability. The area shows risk level 7 on the state portal and the official map is not yet adopted. Action was set for December 2.

  6. Item 11 · City code

Workshop: bar and tavern licenses, Ordinance 25-22

    Discussed

Neighborhood Improvement Manager Aaron Smith proposed combining bar and tavern licenses into one pool at one per 6,000 residents, nine in total with six issued, and barring new bars within 350 feet of an existing one, with existing establishments grandfathered. The trigger was a bar license application from an existing alcohol manufacturer in the Industrial Park zone, as all bar licenses are issued. Chair Simmonds and Vice Chair Johnson asked about the bar and tavern distinction and state licensing. Action was set for December 2.
