    Logan River watershed plan update

Discussed · Logan River, Crockett Avenue diversion

Zan Murray of J-U-B Engineers said the plan is in the environmental assessment stage, with more than 800 public comments received and a 30-day comment period open until April 10. The assessment's 20 alternatives were narrowed to three: no action, pressurizing from the first dam, or pressurizing and pumping from the Crockett Avenue diversion. One project might let 25 cubic feet per second pass the Crockett diversion and stay in the river. A draft environmental impact statement is expected early next year, followed by another comment period and an open house. An irrigation company president spoke in support of preserving the century-old canal system. No vote.

Workshop: library meeting room fees, Resolution 24-09

    Discussed

Karen Clark proposed per two-hour fees: free for library, city and community groups open to the public; Category 2 (closed groups, fee-based classes, business meetings) at $100 for the entire community room, $50 for each of Rooms A and B, $35 for the Quaking Aspen conference room, $20 for Sego Lily and $5 for study rooms; and Category 3 (commercial use) at $300, $150 each, $80, $60 and $15. All food or beverage service would require a $75 cleaning fee. Council Member Simmonds proposed requiring a food handler's permit for food prepared for events, while Chair Anderson raised concerns for small community and homeschool groups; the city attorney recommended adding an agreement to library policy. Rooms could be booked up to 90 days ahead with groups limited to six uses per 90 days. Action was set for April 16.
