Item 5 · Other
Drought update and Hyclone property exchange notice
Discussed
Mayor Holly Daines said parks watering was cut in half because of drought and asked residents to conserve. She also noted an August 3 hearing on exchanging city property at 920 West 1800 South with Hyclone Laboratories (now Cytiva), which needs the parcel for expansion, for a replacement site for a city power substation.

Approved · 4-0

Item 9 · Budget
Workshop: $25,000 for CAPSA shelter costs, Resolution 21-40
Discussed
Mayor Daines proposed $25,000 for CAPSA's costs of operating a qualified homeless shelter from January to June 2022. Because CAPSA qualifies under a state funding source for shelter-related law enforcement costs, about $100,000 that would otherwise go from city general funds to the state would be avoided. Simmonds asked whether funds should go to local law enforcement and whether it is ongoing; the mayor said it is currently one-time. The minutes also describe a $50,000 split that conflicts with the $25,000 amount.
- Grant$25,000 to CAPSA
Item 10 · Budget
Workshop: grant budget adjustments of $3.5 million, Resolution 21-41
Discussed
Controller Rueben Nelson listed 13 grants and funds, including $2,531,866 from the Cache County Council of Governments for 100 West Corridor Improvement phase 1, $197,000 for the Center Block plaza splash pad and ice rink, $201,201 for the Logan River Trail at Mendon Road, and library, police and parks grants. Parks Director Russ Akina said fireworks cost about $30,000 this year versus about $90,000 usually because of pandemic savings. Library Director Karen Clark described an electric book bike for parks and the farmers market.
