Mask education campaign and possible mandate
Discussed
Council Member Jensen attributed the case surge to school, university and family gatherings and said he struggles with a mandate and police enforcement. Council Member Mark Anderson supported continuing the campaign and possibly a mandate. Council Member Simmonds proposed continuing through October and revisiting a mandate November 3 if cases have not declined. Council Member López suggested UDOT signs and standardized business signage. Chair Amy Anderson will gather ideas and work on Spanish messaging with López. Assistant City Attorney Craig Carlston said the earlier resolution expired October 15 and the mayor issued the mandate under emergency powers; the Health Department order expires October 29. Finance Director Richard Anderson said CARES funding ends November 30. No vote.

Workshop: Woodmore Pointe rezone, about 1800 South 1100 West (Ordinance 20-29)
Discussed
Planner Tanya Rice presented a request to rezone 2.99 acres from NR-6 to MR-9 to add 10 townhomes to the 150-unit Woodmore Pointe project, with the remainder kept as open space and riparian area. MR-9 would allow up to 27 units. The Planning Commission recommended approval 4-2 on October 8. Council Member Simmonds noted the council denied a similar rezone before when the proponent wanted to reorganize the development to include the steep lower acreage. Access to the 10 units would be only from 1800 South. Action was set for November 3.

- Current zone → proposed: NR-6 → MR-9
