Parks and Recreation Director Russ Akina recommended making the pilot permanent at six of seven sites: Jens Johansen Park, Jones Neighborhood Park, Kilowatt Park, Pioneer Parkway, Ray Hugie Hydro Park and the Logan Service Center East Lawn area, excluding Logan Meadows Park. Of 851 survey respondents, 82.49% said yes, 12.93% no and 4.58% unsure; police reported 22 citations and 107 warnings from April 2019 to April 2020. Mayor Daines said the fireworks event at USU Stadium was canceled because of pandemic-related uncertainty about large gatherings and university contracts. Council Member Simmonds asked about RAPZ tax funds; the mayor said the fireworks portion is unrestricted, and alternatives such as Willow Park or July 24 were floated but not planned.

Environmental Director Issa Hamud proposed revising the surcharge formula for excess biochemical oxygen demand and suspended solids, based on an outside review, with rates effective June 1, 2020. The program regulates over 500 businesses, 36 of them significant industrial users. Rates include a class I base fee of $19.17 a month, a class VI fee of $45, septic waste at $8 a ton and a surcharge of $0.35 a pound above 650 mg/L. Gail Yost asked for more defined agenda items; Chair Anderson said the item was workshopped April 7.

Item 3 · Zoning
Public hearing: rezone 8.11 acres at 1105 West 2200 South from Commercial to Mixed Use (Ordinance 20-07)
Approved · 3-2
The request, from owner Jed Merrill with Dan Larsen of Kartchner Land Management, would rezone 8.11 acres in the Woodruff Neighborhood from Commercial to Mixed Use with a required commercial component of at least 4,500 square feet. Staff recommended approval; the Planning Commission recommended denial 4-2 on March 12, and an earlier MR-20 rezone request was denied 4-1 on November 5, 2019. No one spoke at the hearing. The council adopted the ordinance 3-2, with Council Members Bradfield and Simmonds voting no. The minutes' staff report reference to '243 units per acre' appears to be an error; 243 is the total units at maximum density.

Brian Seamons of Cache Valley General Contractors asked to rezone three parcels (about 0.50 acres) at 580 East 400 North, 592 East 400 North and 595 Boulevard from Neighborhood Residential (NR-6) to Campus Residential. Staff recommended denial and the Planning Commission recommended denial 6-0 on April 9. Discussion covered a 15-foot canal easement requirement and concerns about density and the 400 North Corridor and Adams Neighborhood plans.
